Tory Councillor Harry Phibbs is making sure to get his alibis in early, after Hammersmith and Fulham Liberal Democrats highlighted the unfunded tax cuts in the Council's last pre-election budget and warned of the inevitable post-election tax rises.
Last week, the local media published our analysis of the budget, showing the extent of this pre-election bribe, "paid for" by unrealistic 'efficiency savings', 'self-directed support' and off-balance sheet transactions, a massive capital disposal programme and use capital receipts to fund the revenue budget.
Within a few days Cllr Phibbs had his "response" ready. "Immigration boom could mean tax rises, warns councillor" was the headline in the Fulham Chronicle, as the Tories once again fell back on their favourite scapegoats. We should not be surprised. Migrants have been a feature of Hammersmith and Fulham life for longer than most Councillors have lived here, and Tories whipping up anti-migrant feelings when their opinion poll-ratings are slipping is almost as familiar.
