The High Pay Commission has spent the last year looking at the problem, its consequences and possible solutions

    Campaigners against the construction of a super-sewer shaft in a residential area of Fulham were disappointed at a travesty of a meeting in South Fulham tonight, Wednesday.

    Residents at the meeting, organised by the Council had hoped for some constructive movement towards convincing Thames Water that it was a mistake to make the site at Carnworth Road their preferred site for the main shaft of the Thames Tideway Tunnel.

    After a very crowded and rowdy meeting lasting more than 4 hours, and in the face of opposition from all parts of the community, Hammersmith and FulhamÂ' Council's Planning Committee has approved the proposed redevelopment of the Town Hall site.

    Paul Kennedy of H&F Liberal Democrats was among several Lib Dems there. He writes: Â"The meeting had been moved to Latymer Upper School in an acknowledgment of the strength of opposition, but despite this 100 or so of the 400 or so people attending had to wait up to an hour to get in because of inadequate marshalling. Acoustics were terrible and there was no loop for those with hearing aids: for example, after an hour, Audrey Burtt of Ravenscourt Place told me she was leaving the hall because she could hear nothing.

    The applicants' slides showing the impact of the development were disgracefully misleading, using photographs taken from enormous distances or obscure angles, or from behind other buildings which shielded the towers, or with clouds in the background so you couldn't tell what was tower and what was cloud, but they fooled nobody. Officials admitted that the development was larger than they had originally felt comfortable with, but were now supporting it simply in order to ensure the developers made a profit.

    The application was approved, despite several Conservative Councillors having absented themselves during the meeting while evidence was being given so that I don't see how they could properly have voted, and of course massive opposition from the audience.

    The highlight of a depressing evening for local democracy and the people of Hammersmith was a brilliant and courageous speech by Conservative Councillor Lucy Ivimy, supporting the protesters' objections and roundly condemning the Council. It is unusual to find a Conservative Councillor who is prepared to put people before profits. I'm not sure where she goes from here, but her words will prick the consciences of her colleagues for a long time. Clearly very emotional she was congratulated by all of us as she left the hall. The opposition was fantastically orchestrated by the Save Our Skyline committee, as always.

    Marie-Antoinette-style, one of the Fulham councillors on the committee suggested that historic Hammersmith cinema which will be demolished to make way for the development could be replaced by an impromptu open-air cinema in the new so-called 'piazza'.

    On Wednesday 09 November (in two days time) Hammersmith and Fulham Council's planning committee will consider adopting a new "Protocol" controlling access to confidential documents submitted as part of a planning application. The effect of the Protocol, if adopted, will be to prevent elected Councillors from accessing planning application documentation.

    Hammersmith & Fulham Liberal Democrats have proposed a Charter for all road users, including pedestrians, cyclists and motorcyclists, residents, motorists, and users of public transport in Hammersmith and Fulham.

    As a result of neglect from successive Labour and Conservative administrations, Hammersmith and Fulham has some of the worst traffic congestion, road safety and air quality in London. Our roads are a disgrace. Yet the Council wants to bring even more through-traffic into our Borough, reducing our quality of life still further. Its unambitious target is to increase cycling from 4% to just 5% of total trips, compared with more than 50% in some Dutch towns.

    The focus is Old Oak Common, an area currently largely made up of industrial estates and railway sidings, which extends from Willesden Junction station to the North, and Wormwood Scrubs to the South.

    Schools in Hammersmith and Fulham are getting an extra £ 2.9 million this year from the Pupil Premium to improve the education of the most disadvantaged children.

    The Government has released the final Pupil Premium figures for English schools and every school will receive an extra £488 for each child on free school meals they have on their roll. Although based on the number of "deprived" children, 5900 in H&F, it will benefit all pupils.

    Our reasons for objecting are as follows:

    1. That the development is too large and too dense for the proposed site, and will have deleterious impacts on existing residents which have not been adequately and assessed and examined by the Council.

    Paul Kennedy and Harry Braund were among several Lib Dems from Hammersmith and Fulham who attended the conference in Birmingham last week, and gave us an account of their highlights.

    Paul was inspired by Party President Tim Farron's barnstorming speech on Sunday in which he reminded us that the Coalition is a temporary arrangement, which does not prevent us from talking about Lib Dem policies, defending human rights, or challenging vested interests such as the House of Lords and the Murdoch press. Paul also attended a number of fringe events: for London members, for party chairs, a talk by the Lib Dem Mayor of Bedford, and a meeting of the Social Liberal Forum, with a discussion of the party's priorities for the next few years by Will Hutton, Jackie Ashley and Cambridge MP Julian Huppert. Unemployment and the environment were seen as the major priorities.

Sights include Hammersmith Bridge, Craven Cottage, Bishops Park, Putney Bridge, Parsons Green, Barons Court, Olympia, Shepherds Bush, Westfield, BBC TV Centre, Wormwood Scrubs, the Linford Christie Stadium, Askew Road and Ravenscourt Park. Members and supporters of neighbouring local parties and guests are particularly welcome.

    Alternatively join us for a bring-your-own picnic at Ravenscourt Park (or a local pub if wet) when we arrive back at 1.00pm. (

    Cyclists should meet at Ravenscourt Park tube station for a briefing at 11am. There will be opportunities to join us at tube stations en route, but out of fairness to others we cannot wait for latecomers or those who cannot keep up. The pace will be slow to moderate and there will be frequent short stops, but it is a two-hour ride and there will be stretches on main roads, so you will need to make sure you are fit and competent, and have the right equipment. We will not take any responsibility for the way you ride. Children are welcome to join us but you must supervise them yourself (under 12s are unlikely to be able to keep up).
